38050 - customize dialog doplists are inaccessible

this might be a dup of another bug --but bugzilla is screamingly slow at the
moment so i cannot find a similar bug. (sounds related to other problems in
dialogs.) jrgm, feel free to dup if needed (and if you know the bug # ;-)  found
while using the comm bits on linux, 2000.05.03.09.

anyhow, open the customize dialog from the Sidebar by clicking the Add button
and selecting Customize.

observe that the droplists for "Add these panels..." and "Panels currently in
Sidebar" are thin, and cannot be expanded.

bug 37724 mentions this problem. On mac, however, this problem is a blocker 
since I cannot resize the window at all and select any panels. marking this dup 
of 37724
