It appears to be impossible to delete the bookmark folder for the Bookmarks Toolbar (the "Bookmarks Toolbar Folder").
I propose the following course of action:
* Let users delete the folder like any other folder.
* In the right-click menu, in addition to "New Folder..." have another menu item underneath it, "New Toolbar Folder...".
* Bonus points if you make it possible to create several toolbar folders which then all appear separately under "View => Toolbars".
