If you want to obtain CVS write access, you should follow the steps at http://developer.mozilla.org/en/docs/Getting_commit_access_to_Mozilla_source_code . Listing the reason you want access would be a good start :)

Sorry, I've lost my previous ssh key. Could you please apply my new keys? Also, I'm going to commit to incubator repo. Can I have commit access rights to incubator as well?
