38293 - url dropdown keeps mouse click

1. click the drop down box
2. move the mouse elsewhere in the browser and click
3. the drop down history does not close

the history box should close if the mouse is clicked elsewhere in the browser

this acutally happens w/ the bookmarks folder on the personal toolbar as well.
should a seperate bug be filed for that as well?

i have a feeling this is going to be resolved w/ a "works for me"

i can't seem to constanly reproduce this, so perhaps i'm missing a "step" to get
this to occur.

ugh - i feel like i'm spamming you guys - sorry

it seems that if you click the arrow and then immediately click elsewhere in the
browser, the window closes. but if you click the window and the sit there for a
few seconds and *then* click elsewhere, it does not close

I see this also on win98.  This is probably just another consequence/dup of bug 
38218.  I'm a bit hesitant to mark it as such since whereas this menu won't 
even dismiss with a click anywhere in the browser, the pulldown menus mentioned 
in 38218 _will_ only dismiss from clicks not in content area.

Prob. the same bug though
