The Category list in the Lightning pref panel (or when creating a new task/event) is empty in Lightning 0.5 RC though this list is populated with some default categories in Sunbird 0.5 RC.

This is done on purpose. Currently the Lightning default preferences are not locale specific. Therefore we decided in Bug 372014 Comment #8 that it would be better to ship no default categories and let the user create them as needed instead of shipping English categories for all locales.
Ok. I wasn't aware of that. Thus I remove the blocker and let the bug open if this has to be fixed in the future.
