If you drag a message from the header pane to the folder pane to file it, it used to be that if you were near the top of bottom of the view it would start scrolling automatically so you could drop the message into folders that required scrolling to bring into view. Thunderbird no longer auto scrolls. In fact, you can't even drag a message into the top or bottom folder in the folder tree view.
This is the same as bug 343729.
