Wanting to type non-ASCII characters in a form, I select Unicode Hex Input (OS 10.3.9).

Behavior is inconsistent. Most common behavior is that faster than I can get back to the keyboard (but not instantaneously), it switches back to U.S. and grays out the selection I want.

I can usually get back what I want, but I have to try a lot of different tricks, and none of them will always work. The easiest one works usually,
and that is:

Click in a non-entry area, then back where I want to type, and select it again.
(Sometimes, it selects itself!)

I read much of 244658, and a couple of other bug reports, and they sound like
they might be related, but I wasn't sure.

Usually the easiest workaround is just type all the stuff in TextEdit and paste it in.

Reproducible: Always

Steps to Reproduce:
1. Open a bug report in BugZilla
2. Put your cursor after the "1." in THIS textarea
3. Select Unicode Hex Input
4. Watch the Input Menu for 300 milliseconds
5. If it stays on "U+", press the alt key
6. If it doesn't, type a few ASCII characters, and check whether it has changed back.

Expected Results:
Leave the keyboard layout where I put it.

I have seen the layout change when moving focus from one app to another or from one identifiable section of an app to another in the same app.

But this is the ONLY place where I have seen it change without moving the input cursor.
Yes, this looks essentially the same as bug 244658.

On an unrelated note, you should really upgrade to 1.5 (or at the very least 1.0.5).
