table at top of page doesn't resize correctly

1. open http://www.microsoft.com with your window pretty wide.
2. site lays out great
3. narrow your window by grabbing the right edge of the window and dragging in.
4. you'll notice the toolbar along the top moves moves to the left.
5. at a certain point, the table inappropriately stops resizing. the toolbar no
longer moves to the left.
6. keep going. eventually, the table will correctly lay out at it's minimum
width. you'll see the toolbar image jump to the right spot.
