The latest 05/12/00 revision of the mail prefs spec adds in a Languages pref
section for character coding default when viewing messages.

Please add this section according to spec, check before implementing for
up-to-date revisions.

Well, it turns out momoi already has a bug for this. I'll mark this a duplicate
but will leave it in the resolved state so I'll remember to double-check
verbiage and such later.
