one line fix for when people enter URLs without a scheme.
only affects the generated link when viewing the bug,
not the actual contents of bug_file_loc.
e.g.
a bug_file_loc of "www.mozilla.org" will be linked in like
http://www.mozilla.org
instead of as
http://bugzilla.mozilla.org/www.mozilla.org
like it is now...

Thanks for the patch, Hugh. I've linked to it from the bug which this is a
duplicate of.
It *may* make more sense to actually change the bug_file_loc, rather than just
the link, though.

er, auditing the database? or just in the script?
a db audit is the _correct_ solution..
..but is it doable ;-)
