I checked the scaling of the original test image:
http://bugzilla.gnome.org/attachment.cgi?id=89819&action=view
And the scaled image looks worse than what EOG (GNOME's image viewer) can show
for the same image, at the same scale.

Reproducible: Always

Steps to Reproduce:
1. Open http://bugzilla.gnome.org/attachment.cgi?id=89819&action=view in Firefox
2. Click to downscale the image (not needed for Epiphany)

Actual Results:  
See that the image is unreadable, lacking enormously in details

Expected Results:  
Smoother downscaled image

Feel free to move this bug to GFX:Cairo if you reckon that it is a better place to fix this problem.
