399771 - filter dialog does not shrink back properly after maximize

Seen on current thunderbird/seamonkey trunk. Tb2 is fine.

STR:
1) Tools > Message Filters... > New...
2) Maximize the dialog
3) Minimize it again. 

Notice the filter criteria elements are not shrinked back properly. See screenshot.

Not sure this is the correct component. If someone know a better one, please move it there.

In the screenshot - subject and contains should be much smaller. The "value" field gets off screen.

Note: i did notice that on my mac the xul elements in the actions area scale up
when the panel width is increased (by dragging the bottom right handle), but
then don't scale down when the panel width is shrunk (until the dialog gets
closed & reopened).

I confirm it on Windows too:
"inner" width increases (= "flex"), but does not decrease, until close+reopen.
