You should read this wiki page:
http://wiki.mozilla.org/L10n:Starting_a_localization
I see that you already created yourself a wiki page for your localisation at http://wiki.mozilla.org/L10n:Teams:bn-BD.
Then, follow the instructions on the wiki to produce a
language pack you can distribute through addons.mozilla.org. Once you have
reached that stage, we can consider your pack for official status - although I
should warn you that this is a separate process with its own complexities.
Still, the community will still be able to get your pack from
addons.mozilla.org in the meantime.
If you have read carefully and find the documentation isn't good enough in any
way, please let us know and we will improve it.

So this isn't totally off, but it isn't close either.
I looked the source on Jamil's server, and the output of compare-locales is
bn-BD:
missing: 993
keys: 590
unchanged: 2641
changed: 826
missingInFiles: 846
obsolete: 652
15% of entries changed
Granted, that's against the current 3.1 tree, but that's the target right now. And even if I just look at the existing strings, there are 2641 unchanged and only 826 changed ones. With a total of 15 % translated, we're just too far off.
I suggest doing the following:
Create a mercurial repository, use a current version of compare-locales, http://developer.mozilla.org/En/Compare-locales, and improve the localization locally.

We will take care of the search plug-ins later on, but for now, please copy the following plugins from the bn-IN source (http://hg.mozilla.org/l10n-central/bn-IN/file/ac29f1402551/browser/searchplugins/)
* eBay-in
* yahoo-in
* rediff
* technorati
* wikipedia-bn
The remaining ones (amazondotcom, answers, creativecommons, google) are the en-US default sand will be picked up from the en-US source in the build process. No need to include the xml files for them.

Congrats, I did the initial landing.
Mods I did for the initial landing:
Reverted browser-region/region.properties and toolkit's global/intl.properties, those had badly translated strings in them. Please don't revert those without having someone look at the corresponding patches.
http://l10n.mozilla.org/dashboard/?locale=bn-BD shows the status of your locale for fx31x and fx32x, the repositories of immediate interest for you towards Firefox 3.1 (which we'll rebrand to 3.5 soon) are http://hg.mozilla.org/releases/l10n-mozilla-1.9.1/bn-BD/ and the mozilla-1.9.1 repo, check out https://developer.mozilla.org/en/L10n_on_Mercurial for details.
