DownloadManager in localized German version is not diiplayed. Instead an error message is displayed.

Steps to Reproduce:
1.download a file from somewhere.

Actual Results:
download itself works, Download mwindow is replaced by error message.

This is a known issue - the download manager code needs to be reworked (bug 381157).
Duping to bug 286110 as that's the bug that details completing being able to do full language packs.
