Hi,
I tried to reproduce the issue in latest Fx versions but I was unable to reproduce it. On my end, the download resumes accordingly after pause it for a few seconds.
@ Stephen, does this still happen on your end with a new and empty profile? See https://support.mozilla.org/en-US/kb/troubleshoot-and-diagnose-firefox-problems#w_6-create-a-new-firefox-profile using the latest Firefox version or it can be closed?
