When first run on Windows Vista Ultimate 64-bit, after upgrade from 2.0.0.9, I had several extensions that are not compatible with 3.0b1. The screen on first start up, explaining this to me and asking if I would like to check for updates to those incompatible ones, has a scroll bar. The scroll bar goes all the way down to the bottom of the list, but does not reach the end of it's scrolling area and trying to make it reach the bottom of the scroll area causes the list of times to jump and flicker on the screen rapidly.

Reproducible: Always

Steps to Reproduce:
1. Upgrade from Firefox 2.0.0.9 to 3.0b1
2. Open Firefox
3. Click through to extension incompatibility warning
4. Try to scroll to bottom of the list of incompatible extensions
Actual Results:  
The scroll bar does not reach the bottom of the scroll area and causes the list to jump and flicker.

Expected Results:  
Scroll bar reaches bottom of list and bottom of scroll area.
