If you right-click on a tab, a context menu appears. It has the following groups: New Tab | Reload | Bookmark | Close.
There's a "Close other Tabs" in the reload group... it would be much better to have this at the bottom with the "Close Tab" action. See Screenshot.

It used to be at the bottom of the context menu, but it was moved because (1) it's dangerous and (2) "close tab" is a very frequent action. See bug 103354 (Seamonkey) and bug 194341 / bug 215385 (Firefox). Avoiding dataloss is more important than logical grouping, IMO.

All those bugs were filed well before firefox supported restoring tabs... now there is no danger of "data loss" anymore and the usability of the current design is horrible.

Most users don't know about the "undo closed tab" feature, and it is a clumsy way to undo closing 15 tabs.
Why do you say "the usability of the current design is horrible"? (In what way is it horrible?) Preventing errors is one of the goals of usability; grouping related actions is merely a heuristic.

I would say it's more than a heuristic. If you have "Save" and "Save as" in a menu, you normally don't position one as the first and one as the last. But I see your point. But I think having the "Close other Tabs" together with the reload actions actually has more destructive potential. Slipping one row down when clicking fast is very possible, so you may end up pressing "Close other Tabs" when you want to reload.
Anyway, if people requested this to be changed and everyone is happy with it, then I should be happy, too ;)
