The option to use Status for filtering criteria should be removed from the
filter rules dialog criteria dropdown.
Status criteria is valid only if we implement "manual" a.k.a. "after the fact"
filtering. The manual filters feature has only recently been resurged as a
doable idea and is still on the P3 priority list (see priority list in spec and
also reference bug #11033).
To be realistic, given the scheduling problem we're under it isn't likely we'll
see manual filtering in this release.

This criteria also appears in Search Messages ui, but is indeed applicable
there.
Alec says the criteria list is currently common to both Filters and Search, so
removing it from filters would cause it to be removed from search. He believes
it would be too much work to make the criteria lists separate entities and it
would be better to leave it as a non-working, not applicable criteria for
filters to preserve it in search.
But he can comment further.

not non-working, just non-useful...
i.e. you COULD have a filter by status, but it's likely that the status is
always "new" when filters are running.
of course in the future, we could run filters at arbitrary times (like when the
user asks to run filters on a whole folder) so then filtering on status would be
useful.
same goes for age-in-days, and so forth.

Since filtering on status is useful and works now (using the "Run Now" button in
the filter dialog, for example), this is now invalid.
