40553 - checkbox, radiobox clicked if I drag into them

Reproducible: Always
Steps to Reproduce:
1. Open the prefs window.
2. Press and HOLD the mouse button in the gray area below "when nav starts display"
3. DRAG the mouse into the label reading "last page visited"
4. Release the button.



Actual Results:  ACTUAL: The "last page" gets selected, while the old option
STAYS selected!

Expected Results:  EXPECTED: Nothing should happen at all

Same thing happens with checkboxes.
This looks a purely cosmetic issue, since I get the "really" selected option if
I close and re-enter the dialog.  It does, however, remain if I hide and
redisplay the window, so it's not a painting error.

This looks like it could be a DUP of bug 35606, "incorrect usage of mouseup on 
xul widgets".
