It is possible to choose where the signature will be within an reply, but not with in a Forward.

Reproducible: Always

Steps to Reproduce:
1.Choose a signature
2.Forward a message
3.
Actual Results:  
The signature appears below the forwarded message.You have to copy the signatures for every forward.

Expected Results:  
Usually People read messages top down. This means if I would like to add some text to the forwarded message, my signature should be blow my text and not on the bottom of the whole message. It should be possible to manage this like it is possible within the reply.

This has been reported to me already many times. I toled to my fiends to report it. Now one of my customers is complaining about that problem as well.
