With the Dec 3 build, all accessibility information is completely gone once a document is loaded. Everything below the App frame node has disappeared.

This appears to be a regression of bug 406168, which was the only a11y change submitted on Dec 2.

Don't clear mAccChildCount before upcall to another ::CacheChildren(), otherwise it short circuit the code
