The new revision of the mail spec (5/25/00) has some new changes for the Send
Format (formerly known as Formatting) panel.

Please:
1.  change the panel title to "Send Format"
2.  implement wording changes per spec

Please see updated text for this pref panel. Wording above the radio boxes and 
below the radio boxes has been modified to make this dialog more descriptive.

This is partially fixed by [e-mail] and her changes from bug 38092.
Remaining: Some spelling errors are in this dialog (the last paragraph) and the
title of the group box is sorta too long.

This bug is now fixed.  I fixed the spelling errors.  I moved the long
descriptive text down so it is not the group box title. Gave the group box the
shorter title of "Send Format".
