When I use default charset "windows-1251" for incoming messages and if I receive messages with charset KOI8-R, then subject is displayed wrong. Subject always used default charset for dispaing, but it must use charset, that used in message.
e.g:

Steps to Reproduce:
1.Receive message with charset=koi8-r and with subject "Уведомление об ответе в теме - Разработка АБС"
2.Use windows-1251 as default encoding
Actual Results:
хЧЕДПНМЕОЙЕ ПВ ПФЧЕФЕ Ч ФЕНЕ - тБЪТБВПФЛБ бву
Expected Results:
Уведомление об ответе в теме - Разработка АБС
It does not depends of computer configuartion.

Subject: header is not properly encoded. It's mail sender's RFC violation. Read RFC 2822 & RFC 2047, please.
For tolerance of RFC violation in Subject: header, "apply of default charset" is currently effective. For tolerance of RFC violation of your case, enhancement of Bug 90584 is alredy requested.

FYI.
Workaround for your problem is already available : per folder default charset.
Property of a mail folder/General Information tab/Default Character Encoding
If you move the mail to a folder which has "default charset=koi8-r", you can probably see expected subject.
