I submitted bug 40931 and was subsequently asked to do some additional checking
and reassign the bug. When I tried, I got the following message from Bugzilla:
Only the owner or submitter of the bug, or a sufficiently empowered user, may
make that change to the bug_status field.
I am the submitter of the bug -- see the "Reported by" field. Is the error
message misleading, or is this a bug in Bugzilla?
