409860 - Plugins aren't disabled when running in safe mode

Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.9b3pre) Gecko/2007122505 Minefield/3.0b3pre ID:2007122505

1. With your normal firefox profile, start firefox in its safemode
2. In the safe mode dialog, select "Disable all add-ons" and then click "Continue in Safe Mode".
3. After firefox starts up, Tools > Add-ons
4. Note in the extension tab, there is a yellow warning bar saying "All add-ons have been disabled by safe mode."
5. Click on the Plugins tab
6. Note there is still a yellow bar that says "All add-ons have been disabled by safe mode."
7. Visit a webpage with a plug-in, eg: http://www.adobe.com/shockwave/welcome/

Expected:
- Plugins are disabled, since plugins are add-ons, and in the safemode dialog I choose "Disable all add-ons"

Actual:
- Plugins are still enabled.

So, either the "Disable all add-ons" tickbox in the safemode dialog should be renamed "Disable all extensions and themes", or plugins should be disabled if the user selects the "Disable all add-ons".

This is really two different issues:

1. Plugins are not disabled in safe-mode (as suggested by the notification bar in the EM).
2. The checkbox to disable add-ons permanently does not affect plugins.

We should probably morph this bug to one of those (1 seems closest) and file another bug for the other case.

Would be a good thing (for trouble shooting reasons) if there was an option to disable plugins in safe-mode.

I'm morphing this to cover the problem of plugins always being enabled in safe mode. Filed bug 409959 to cover the issue of the checkbox not affecting plugins.
