Thunderbird 3 has the ability to use javascript modules, including the spiffy XPCOMUtils.jsm. Using this file for mail's javascript components will (a) simplify code (b) speed up startup time (c) reduce dangers from backend changes
This bug is to use XPCOMUtils in the nsSetDefaultMail components.
