The solution, as described in the dupe, is to use separate freetag lists per locale.

The solution here will now be simply to restrict pages shown to those in the same lang as the page being viewed. bug 413011 will have more functionality, where tags can be marked as translations of other tags.
there is a fix for this which will be committed as soon as possible (waiting on db schema updates)
