if a bugzilla account has been disabled, then it should be excluded from the sent email list, in all the different cases such as when updating a bug. 

Reproducible: Always

Steps to Reproduce:
1.disable an account for some user who is a bug assignee.
2.update one of the user's bugs
3.the user's email will appear in the sent email list although he is disabled.
Status: UNCONFIRMED → RESOLVED
Closed: 17 years ago
Resolution: --- → DUPLICATE
Status: RESOLVED → VERIFIED
