412601 - Cannot resize addr/search bar in many situations

There are many toolbar layouts that address-bar and search-bar are not beside each other.  Here are some of them:
- Search-bar is next to flexible space after the menu buttons;
- Some buttons are between address-bar and search-bar, ie. I use this: { Back, Forward, Address-Bar, Refresh, Stop, Home, Search-Bar }
