"Save this password" has "Don't Save" focused even when FKA is off

Seen in today's branch nightly, on 10.3.9 and 10.5.1.
When going to save a new password for a site, the "Don't Save" button of the "Save this password" sheet has the focus ring even when FKA is off. It shouldn't. It didn't use to.
I haven't saved passwords in a while, so I don't know if this broke with multiple accounts or with bug 330299 or at some other point.
