During SeaMonkey startup, it hits this assertion 4 times:
"###!!! ASSERTION: Shouldn't be observing anymore!: '!mObservedDocument', file mozilla/content/xul/templates/src/nsXULTemplateBuilder.cpp, line 240
The attachment is for the first assertion. mObservedDocument is chrome://navigator/content/navigator.xul

Looks like the assertion should be conditional on the final uninit.
Pulled this out in bug 417840.
