see bug 415831 for some history. there was also bug 291167 as a source of possible builds. For now, we should continue to pull builds out of the staging directory but detect when a clobber has been done on tinderbox. If so we should grab the binaryUrl listed in tinderbox' quickparse.txt and use that instead of the staging dir.
