I mentioned this already in bug 389931, comment 31:
"
Mats, your patch works like a charm. Thanks!
Only thing I noticed is that the drag cursor seems to flicker between two
states while dragging something on a page with marquees (like
https://bugzilla.mozilla.org/attachment.cgi?id=165640 for example)
This is on windowsXP. This is a minor issue, though.
"

Mats responded:
"
Ok, I see that too on Windows, but not Linux or MacOSX. It's probably
a separate issue.
"
FWIW,

[Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.9b4pre) Gecko/2008022704 Minefield/3.0b4pre] (nightly) (W2Ksp4)
[Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.9b4pre) Gecko/2008022702 SeaMonkey/2.0a1pre] (nightly) (W2Ksp4)

This bug did not exist before, "because" of bug 203573.
Yet, from a DnD point of view, this is a regression.

[Microsoft Internet Explorer, version 6.0.2800.1106 (128b, SP1)] (release++) (W2Ksp4)

MsIE v6 has a similar issue :-|

The cursor flickers as well when dragging on a page with a setInterval call being made, every time the function gets called it flickers for a second.

See:

make sure you're signed out and perform a drag (select text and drag or with a picture) and see it flicker every time the counter increments!
