This bug did not exist before, "because" of bug 203573.
Yet, from a DnD point of view, this is a regression.

The cursor flickers as well when dragging on a page with a setInterval call being made, every time the function gets called it flickers for a second.

make sure you're signed out and perform a drag (select text and drag or with a picture) and see it flicker every time the counter increments!
