add dependencies for bugs where we need site evangelism or engineering fixes to get better compatibility for the fx3 final release.

this reporter query is a good place to dig for user feedback where they are detecting differences between fx 2 and 3 when running beta3.

the qzone reports would be a good one for someone with the language skills to interprete what the problem is....

we might also already have the live.com problems id'ed from hendrix feedback.

another search query that picks up all the fx3 beta 3 comments that mention "Firefox 2" indicating some possible difference from that version.

Marking all tracking bugs which haven't been updated since 2014 as INCOMPLETE.
If this bug is still relevant, please reopen it and move it into a bugzilla component related to the work
being tracked. The Core: Tracking component will no longer be used.
