I'll try to attach the test case after filing this bug.

The test page shows 4 tables with nested subtables. The first two combinations have a border around the nested table. The latter two do not.

The difference between the first two and the last two is an empty row (<tr></tr>) in the nested table. This causes the border to disappear around the nested table.


Reproducible: Always

Steps to Reproduce:
1. load page


Expected Results:  
The nested tables should always have borders displayed. The empty row inside the nested table cannot have such an effect on the styling of the table.
