Upon initial installation, firefox looks for previously installed addons. If there are addons that are not compatible with the new version, a window is presented that allows the user to view the addons and check for updates. If the number of addons exceeds the default window size, a scrollbar is available but does not function. Attempts to scroll through the addon list makes the window flicker, and the list remains static.
Since this is one of the first thins a user will see when installing firefox, this should be fixed.

Reproducible: Always

Steps to Reproduce:
1. Install 10 or so addons under firefox 2 (that are not supported by firefox 3)
2. Install firefox 3
3. Attempt to use the scrollbar in the addon window
