Rick, this is a bug in the Transitional DTD (it would be OK in strict). The blockquote element is being created, but with no content. The content model of BLOCKQUOTE is %flow; in trans. but %block in strict. Disabling the transitional DTD will probably fix this, but it's worth keeping around and actually fixing in the DTD.

Something's amiss here. The spec that david cites is correct, but in my tree the blockquote is behaving correctly. Either I'm missing the point of this bug, or BLOCKQUOTE changed for the better in my tree.

Rick -- this isn't working for me with a Win32 build from 2000061520. Could you check it again? In particular try the second attachement on this bug. If it _is_ working for you, you'd better (get permission to?) check in the difference between your tree and the nightly builds tree...

Ian -- I do believe this is working in the current build, and the changes landed last night at 1:00am (or so). Perhaps you're using older bits. The *interesting* issue though is that I had to (temporarily) disable transitional handling and fall back on quirks mode because of a major gaff in the composer editor.
