The latest windows drop includes alternate states for all of the download manger icons.  These files will land with bug 430729:

toolkit/themes/winstripe/mozapps/downloads/downloadButtons-aero.png
toolkit/themes/winstripe/mozapps/downloads/downloadButtons.png

Once the download manager has been updated to use alternate states, remove the old files:

toolkit/themes/winstripe/mozapps/downloads/buttons-aero.png
toolkit/themes/winstripe/mozapps/downloads/buttons.png
Bug 391928 has a potential patch (would need to update for the new file and windows only) depending on which icons are there..
