pref radial button has no initial value

Go to navigator subpanel of pref panel
There is a radio button for the initial page display
No value is selected
Note there indeed is a value for this. If you set a value and press OK, then
return to the pref panel, you should see the value that you set. But even then
there is no value selected for the radio button.
(Note: This bug has been broken off of bug 43126 as requested.)
