F6 keyboard shortcut does not work from search box

I use keyboard shortcuts to navigate to the URL bar and the search box. The F6 keyboard shortcut to get to the URL bar does not work when the cursor is in the search box.
Reproducible: Always
Steps to Reproduce:
1. Press Ctrl+k or click in search box to give focus to search box
2. Press F6
Actual Results:
Focus is changed away from the search box, but I have no clue where to. If I click within whatever web page is open and then hit F6, focus is switched to the URL bar as expected.
Expected Results:
Focus should go to the URL bar, and the URL text should be highlighted

The shortcut for the location bar is Ctrl+L.
F6 means tab between the webpage frames and the browser chrome. If you press F6 while the searchbox is focused, it should focus the document. You should see a dotted focus outline around the edge of the web page.
