How is this handled on the regular mozilla.com site? Is the top nav localizable on mozilla.com, and if so, could we reuse that somehow for SUMO?

In AMO we have a few strings in the .po file to translate the menu, in Mozilla Europe we have also the strings in the .lang file.
I suppose that this could be implemented in SUMO in a similar way.

The easiest thing to do for this in SUMO is probably to have it localized in the SUMO template file, then have it translated just as other smarty text is handled. The one potential issue is a discrepancy between SUMO and the main site in translations.
Whatever we decide, this will be handled in the redesign (bug 435555).
