unable to create an account on vanguard

this is with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9pre) Gecko/2008053006 Minefield/3.0pre 

steps to reproduce:

1)  visit https://personal.vanguard.com/us/JSP/RegLogOn/Regis/RegActivityContent.jsf
2)  You have to click the "Start" button twice (not sure why?)
3)  try to click the "Accept" button in the agreement.

nothing happens, and I get errors in my console.
