When you try to follow some link on FTP server,mozilla add to the end of the path "/".
For example:
«ftp://ftp@*****/Софт/Безопасность/Agnitum/Agnitum_Outpost_Security_Suite/OutpostSecuritySuiteProInstallRu.exe/»

just downloaded 2 files from mozilla ftp servers 
ftp://ftp.mozilla.org/pub/firefox/nightly/latest-mozilla-central/
i didnt noticed anything strange

I've got the same problem, but only with ftp links included in HTML Code. Sadly it is not conclusively reproducable, so I can't give a good example..

A description of this same problem is in my commentary on bug #445791 - for me this happens every time a FTP server isn't accessible at the first try.

Seems to be duplicate of bug #406787 or combination of bug #406787 and bug #427089. Please retest with latest version.
