I think we should set cache header to prevent netscaler from caching db error pages, e.g. "Too many connections" that may occur briefly and then remain cached. See bug 437778.
Increasing the severity of this bug as we're always at risk of displaying a big DB error message for many visitors if we're unlucky again.
