The text says "changes to this setting will only have an effect on new windows created after making the change."
That's true only if you're changing the setting via about:config; if you use user.js like we tell you, it'll apply to every window after you restart Camino.
It's important that we have the "new windows" bit documented somewhere for the about:config crowd, but that is probably not the right way or place. I'm not sure what is, though. :(

Well, the text as-is isn't really *wrong*, per se -- in order to use a user.js file, you must quit Camino and re-launch it, and the changes will apply to any windows created on the subsequent launch.

This is going to be WONTFIX after we switch to officially acknowledging about:config in bug 515807.

Bug 515807 is fixed on stage for 2.0, so there's nothing confusing about the text.
