Need to do mac-only RC3, because of bug#436575. No need to do RC3 for win32 or linux.

Attachment: changes so master.cfg only does mac rc3.

0) Change master.cfg automation to do everything as usual, but skip building on linux, win32. 

1) Not asking for r+ on this, as technically we will not be landing this. However, posting here for record.

2) Found that master.cfg used on production-1.9-master was different to master.cfg in CVS. Some are intentional: the cvs connect strings,  slave names/pswds were different. Some seem accidental: previously commented out steps had not been uncommented, icon added to waterfall. I believe this patch should apply cleanly anyway.

Attachment: Disable snippet generation for Linux & Win32

I checked this in between PatcherConfig running and it being used to download builds. By commenting out linux and mac, patcher doesn't know about any update for them and doesn't make any snippets or no-op partials. This saves us from giving a whole bunch of people updates that don't do anything.
