Something strange has just started happening with Filters.


Reproducible: Always

Steps to Reproduce:
1.Tools->Message Filters
2.New

Actual Results:  
Window just shows "Filter Name" and "Perform these actions", or sometimes it shows the "For incoming messages" and Match all etc radio buttons as well. 

Sometimes it is different the first time, and more parts of the box appear on subsequent "New" 

Also - if the box does appear, you can't select any folder to move something to. 



This is a newly introduced bug, last time I edited filters - a few days ago (I'm getting most nightly releases) it worked.

Does anything pop up in the error console? Filters were working on Linux as of my CVS checkout on 2008-06-18, although it does seem that filter code has changed since then.
