446473 - Reply with Template - Attachments Get converted to Text

When setting up a template for use with "Reply with Template" filter rule, the filter rule works but the replied email has any attachments converted to text.  I have a signature with a graphic file (company logo) attached, that attachment comes through converted as text such as:

The template its-self also comes through as:

Reproducible: Always

Steps to Reproduce:
1. Create a template with an attachment
2 [review]. Setup "Reply with Template" mail filter
3. Trigger Filter
4. Check replied email
Actual Results:  
A reply with all attachments converted to text

Expected Results:  
Correctly formatted reply email

Should correctly reply with the original message, using the template and not jumbling the message.
