STR:
1. Open Firefox, Tools/Options.
2. Make sure the "Main" page is in focus.
3. With DOM Inspector, look at the "Main" page's content.
Expected: The file field for the "Save to" download manager option should have an accessible name.
Actual: It doesn't have an accessible name.

1. Add aria-labelledby to the xul:fileField element, making the preceeding radio button's label the accessible name for the field.
2. Making the xul:textbox that is part of the xul:filefield inherit the aria-labelledby attribute (and therefore the label). Since we only really create a meaningful accessible for the textbox, having it inherit the aria-labelledby makes screen readers pick it up just fine.
