bug 445328 adds a configure option for L10n repositories to mozilla-central, this should be ported over to comm-central.

This is almost identical to http://hg.mozilla.org/mozilla-central/index.cgi/rev/613c0128f56d with the only difference of additionally fixing up the macro we need to point to en-US files in mozilla/ from our own locales/ directories.

comm-central version of the patch
r=me with a nit, I don't see a reason to land the 1.9 fallback in configure.in on comm-central.
